摘　　要：农村独生子女政策是激励农村家庭主动实行计划生育的一种利益导向的有效措施之一,是利益导向机制和新时期计划生育政策结合的产物。在落实的农村独生子女政策的过程中要克服困难,从独生子女家庭的利益出发,在实际的工作中不断完善利益导向机制。The rural one-child policy is one of the effective interest-oriented mechanism,which motivates the rural family to actively carry out the family planning policy.It is the product of the combination between interest-oriented mechanism and family planning policy in new historical period.In the process of carrying out one-child policy,we must overcome varied difficulties,act in the interest of the one-child families,and improve constantly the interest-oriented mechanism in actual practice.
