摘　　要：从邮政职能入手，分析邮政市场，并在此基础上提出“邮政相对专营”的概念，并对邮政行业管理、公平竞争，政企合一等邮政改革中的问题进行评价。On the basis of defining the function of post and analyzing the post market, this paper proposes 'relative monopoly in post', and discusses some important issues in the post reform of China, such as the managemant post industry, fair competition, and the relationship between government and enterprises, and so on.
