摘　　要：各商业银行普遍引入的经济资本管理模式,对其集约化经营起到了推动作用,但对长期实行特殊优惠货币政策的西藏来说,又形成了一定的传导障碍。本文深入分析了经济资本管理对西藏特殊优惠货币政策执行形成制约的机理,并在着眼微观利益基础上,提出了加快担保体系建设、争取区别性的经济资本管理办法和进一步完善特殊优惠货币政策,疏通西藏特殊优惠货币政策传导渠道的相关政策措施。The economic capital management pattern introduced by commercial banks has greatly promoted the intensive management.But this pattern causes policy transmission problem in Tibet,where the earmarked preferential monetary policy has been implemented for a long term.This article deeply analyzes the mechanism of how economic capital management pattern constrains the implementation of special monetary policy in Tibet.In the interest of micro economy,this paper presents the policy suggestions,including speeding up the establishment of guarantee system,striving for distinctive economic management approaches,further improving earmarked preferential monetary policy to smooth the monetary policy transmission channel in Tibet.
