北京水资源视阈中的整体性

摘　　要：北京是一座严重缺水的城市,保护水资源是当前的重大课题。北京水源大多来自于北京境外,有其"源"与"流"之间的关系。因此,要把北京水资源视为一个整体结构。为保护北京水资源,还需进一步加强区域合作,即管理、技术、文化等合作。在人与自然整体性的"自然伦理"理念建构之下,形成和发展"北京水文化",以"水文化"滋养人心,更好地保护北京水资源,这是建设"绿色北京"的具体表现,也是首都人民打造世界城市,实现可持续发展的生命之源。Beijing is a city short of water.Water resoume protection is an urgent issue at present.Since most of Beijing＇s water comes from outsidek it is necessary to take the water resource as a whole.In order to protect it,weneed to strengthen the regional coomperation ineluding management,economic,technological and cultwral cooperation.Guided by the idea of natural ethics which emphasizes the integration of human beings and nature,we should advocate the concept of water culture to protect water resource and thus contribute to the construstruction of Green Beijing.
