摘 要:我国水电建设走过了100年,水电开发迎来了新机遇,也面临着环境保护目标更高、移民安置更难等新挑战。构建符合我国经济社会发展阶段的绿色水电评价体系,开展绿色水电认证,增强水电开发者在规划、建设和运行过程中的生态环境保护意识,将有效缓解水电开发与生态环保、移民等之间的矛盾,引导水电全面、协调和可持续发展。借鉴国外经验,结合中国国情,初步探讨了构建我国绿色水电评价指标和认证体系等问题。Our country water and electricity construction passed through for 100 years, the water and electricity development has welcomed the new opportunity, also faced the environmental protection goal to be higher, the immigration placement more difficult and so on new challenge, the construction to conform to our country eco- nomic society development phase green water and electricity appraisal system, the development green water and electricity authentication, the enhancement water and electricity exploiter in the plan, the construction and move- ment process ecological environmental protection consciousness, will alleviate the water and electricity develop- ment and the ecology, environmental protection, the immigrant effectively between and so on contradiction, the guidance water and electricity comprehensive, coordinated and the sustainable development. Profits from the over- seas experience, unifies the Chinese national condition, discussed initially has constructed our country green water and electricity questions and so on evaluating indicator and authentication system.
