长江上游流域综合开发治理思路与实现路径研究

摘　　要：长江上游流域在我国经济发展中占有极其重要的战略地位。开展流域综合开发治理是我国建设生态文明和应对全球气候变化的重要途径。未来一段时期内,长江上游流域综合开发治理应按照"保护生态环境、统筹开发资源、优化产业布局、防治城市污染、协调流域发展"的总体要求,坚持"以人为本、统筹兼顾、资源节约、因地制宜、综合治理"的原则,从规范空间开发秩序、协调长江上游流域经济快速发展与资源环境保护矛盾的角度出发,依据"分类分区"综合开发治理的实现路径,将长江上游流域分为:源头区、深谷区、山地丘陵区及三峡库区。根据流域各区段特征对各分区进行合理的功能定位,有目标、分层次、有重点地推进长江上游流域综合开发治理工作顺利进行。The upper Yangtze River basin plays an extremely significant strategic role in the process of China＇s economic development.Comprehensive development and control of the basin paves the way for construction of ecological civilization and response to global climate change.In the foreseeable future,the fulfillment of comprehensive development and control of the upper Yangtze River basin should be based on the general requirements which are ＂environmental protection,resources development and harmonization,industrial layout optimization,urban pollution control,basin development coordination＂,and adhere to the principle of ＂people oriented,overall consideration,resource conservation,environment-concerned treatment,comprehensive management＂.Consequently,we divide the upper Yangtze River basin into source area,ravine area,hilly area and the Three Gorges reservoir area according to the comprehensive development and control path of ＂classification and subarea＂,in view of the contradiction between rapid economic development and environment conservation in the upper Yangtze River basin as well as regulating the order of spatial development.In the end,we suggest that the mission of comprehensive development and control of the upper Yangtze River basin should be fulfilled purposefully,systematically and prioritizedly on the basis of proper functional orientation by means of respective feature of each area in this basin.
