转型发展:河南“十二五”经济社会发展的主旋律

摘　　要："十一五"以来,河南经济社会发展保持了好的态势、好的趋势和好的气势,已站在了一个新的历史起点。转型发展是河南经济社会保持较快发展势头的需要,是提高河南经济发展质量和效益的需要,是实现河南经济社会可持续发展的需要。实现转型发展,要统一思想认识,解决"想不想转"的问题;谋划方略和大计,解决"能不能转"的问题;寻求路径和方法,解决"敢不敢转"的问题。同时,应采取一系列战略举措:谋划长远战略,推进中原经济区建设;优化产业结构,构建现代产业体系;加快城镇化步伐,构建现代城镇体系;加快技术进步,构建自主创新体系;推进公共服务能力建设,着力保障和改善民生。Henan Province has been keeping good situation and tendency of the economic and social development since the start of the Eleventh Five-Year Plan,and has been into a new stage.Therefore,transformational development is necessary for Henan Province to keep the high growth rate,to improve the quality and performance of economic development and to implement sustainable development at present.We ought to unify thoughts,define the strategy and explore ways of development for this.Meanwhile,we still take a series of strategic measures,such as construction of Central China Economic Zone,establishment of modern industrial system,modern urban system and independent innovation system,and protection and improvement of people＇s livelihood.
