摘　　要：2010年中国名义GDP总量将超过日本排名世界第二。但对于一个拥有13亿人口的国家，中国仍属发展中国家，人均GDP仍处世界平均水平。邓小平提出“发展才是硬道理”，对于现阶段的中国而言，仍然适用。小平同志所说的发展，是全面的、长期可持续的发展。In their process of industrialization the western countries tend to choose the 'improve the environment after the economic development' route,which has its inherent disadvantages. Generally speaking,the cost of improving the environment is much higher than the gains of economic development. When the scarce resources which are non-renewable are exhausted,the economy will affront a danger of collapse,and this is an unsustainable way of development. China has the advantage of latecomer,which enables China the chance of avoiding the mistakes of western countries. The scientific outlook of development points out that,the essential of scientific development is to be people oriented,and the development should be comprehensive,harmonious and sustainable. There is always been the dispute of whether the economic development should be people oriented or nature oriented,about which the U.N. give an definition,the sustainable development of economy should meet the need of the contemporary people first without endangering the need of futurity.
