城乡管理整体绩效评价指标的构建与实证

摘　　要：在坚持系统性、科学性、可操作性和可比性原则的基础上,构建了城乡管理整体绩效评价指标体系,该评价指标体系包括经济绩效、社会绩效、生态保育绩效和城乡建设绩效4大类13个评价指标;提出了各指标的赋值方法和整体绩效的计算模型。最后以浙江义乌市为例进行了实证研究,结果表明,评价指标体系科学合理,评价方法简单易用,计算结果在某种程度上能够真实反映一个地区发展和建设的实际,具有一定的实用和推广价值。Based on systematicness,scientificity,maneuverability and comparability principles,we constructed the performance evaluating indicator system for the management of town and country.The system includes economy performance,society performance,ecosystem conservation performance and construction performance,composed of thirteen indicators.We also advanced an assignment method for these indicators and put forward a calculation model for the total performance.Lastly,we carried on an empirical study by taking Yiwu City of Zhejiang Province as an example.The result indicates that the evaluating indicator system is scientific and rational.The evaluation method is plain and easy-to-use.The computed result can reflect the development fact.The research is applicable and worth generalizing.
