农村公共产品供给体制创新探讨

摘　　要：我国农村公共产品供给问题是阻碍农村发展、农民脱贫的核心问题,而农村公共产品供给体制中存在的种种问题与缺陷则是导致公共产品供给不足、地区不均和效率低下的关键。通过对农村公共产品供给问题归纳及成因研究,认为新型农村公共产品供给体制的构建需要加大政府公共服务力度、积极推进适应农村发展变化的公共财政制度改革、构建多层次的公共产品供给结构、确保支农资金落实到位、完善农村公共产品供给法制化建设等措施。China＇s rural public goods supply is the core problem that hampers rural development and the farmers from getting rid of poverty. The problems and deficiencies that exist in the supply system lead to the insufficient supply, regional unbalance and inefficiency. By means of causal analysis of these problems, it is suggested that the building of a new type of the rural public goods supply system involves a greater effort of the government in its public service, the active promotion of the reform of public finance system that adapts to the rural development, the building of a multi-level public goods supply framework, the guarantee of the allotment of funds for agriculture, and the perfection of the legal system for the rural public goods supply.
