摘 要:"管办分开"的理念产自经济体制改革,随后逐渐推广到其他社会服务部门。近几年来,"管办分开"成为卫生领域热议的话题,受到政府、社会和学术界的共同关注。在新医改方案实施中,各地积极开展试点,因地制宜探索不同的改革形式。本文总结了苏州、无锡、上海、北京、潍坊、深圳、海南、成都等8个典型地区改革的具体实践情况,并比较分析了各种改革探索的共同点,以及各地在改革着眼点、机构调整、部门和人员设置、职能界定、管辖范围和医院产权转变形式等方面的差异。The idea of separation between government administration and business operations is initiated from economic system reform, and then is spread to other public service sectors. In recent years, this has become a hot topic in the field of health, drawing the attention from government, society and academic field, and been incorporated in the guidelines of health care system reform plan. Pilot work has been actively carried out throughout the country and various forms of reform have been explored according to different local conditions. This article summarized specif- ic practices of several reforms in typical areas, such as Suzhou, Wuxi, Shanghai, Beijing, Weifang, Shenzhen, Hainan and Chengdu, and comparatively analyzed among these explorations similarities and differences in terms of re- form purpose, organizational adjustment, establishment of department and faculty, functions, authority scope, and changes in hospital ownership.
