摘　　要：文章构建了创新政策实施效果评价指标体系,采用熵值法为其各级指标赋予权重,并运用集对分析方法对武汉市自主创新政策实施效果进行了定量分析。The paper builds the effective systems of innovation policy implementation,and put up weights to all levels of indexes by means of entropy method.On this basis,we conduct assessments for urban independent innovation policy by a application of set pair analysis（SPA）.
