摘　　要：文章提出通过完善家庭联产承包责任制中集体层面的统一经营,发展以合作经营为基础的土地股份合作社,深化农村集体企业的公司制股份制改革,发展合作经济和农民合作组织等,合力推进农村集体经济发展。发展集体经济,深化基层民主政治改革,提升农民组织化程度三者是同步发展,相互联系,不可分割的有机统一体,统一于社会主义新农村建设的过程中。Within the household contract management system, we have overemphasized the decentralized operation in the long run, but neglected the development of rural collective economy. Because of the low systematic level, individual peasants are in the adverse position in the gaming with various rural social forces. So they are caught in the predicament in the market economy, agricultural modernization and rural services. To improve the organization degree of individual peasants, develop the land stock agricultural cooperation,deepen the democratic and political reforms,perfect the agricultural unified management are effective approaches to boost rural economy. Rural collective economy, socialist democratic and political reform, and farmers＂ organization are mutual promotion and simultaneous development in the process of new rural community construction.
