海西建设过程中的“三个不确定性”及其影响

摘　　要：2004年以来,海西建设迅猛发展,取得举世瞩目的成就,海西战略由福建主张升级为国家战略。在海峡两岸关系出现重大积极变化条件下,中央加大力度,支持海西加快建设,海西处于一个加速发展的难得机遇期。而从海西建设过程及现状看,由于客观上存在"三个不确定性",即两岸关系发展的不确定性,海西核心城市的不确定性,以及海西协调机制的不确定性,将在很大程度上影响海西的加快建设和深度发展。因而,有必要高度关注和研究这"三个不确定性",科学处理,努力推动海西又好又快地实现既定的战略目标。since 2004,with rapid and drastic development of the economic area on west side of Taiwan straits,the development strategy for this area,first proposed by Fujian,has been upgraded to a national strategy.On the condition that great and positive changes are taking place in the two sides of the Taiwan Straits,the central government intensifies efforts to support the area to speed up its growth,which enables this area to develop in window of opportunity.Three uncertainties,including uncertainties of cross strait relations,core city and coordinating mechanism,will have a great effect on the deep development of the economic area on west side of Taiwan straits.Therefore,it＇s necessary to study and handle scientifically the three uncertainties,thus promoting this economic area to achieve its intended purpose soundly and fast.
