南川区龙川江流域土地整理项目后评价研究

摘　　要：随着土地利用研究的不断深入,土地整理项目实施带来的正面效益和负面影响日益受到关注,土地整理后评价工作越来越受到重视.选取南川区龙川江流域土地开发整理项目作为研究样点,采用改进逻辑框架法和AHP群决策法等方法对项目开展后评价.结果表明:南川区龙川江流域土地整理项目总体效果偏好,但在社会和生态影响方面考虑不足;采用改进逻辑框架法对项目目标展开定性分析,丰富了土地整理目标后评价的内容,利用群决策系统支持下的层次分析法对项目开展定量评价,为单个土地整理项目后评价工作提供借鉴;用投资回收期法开展土地整理项目经济效益后评价存在一定局限性,应在土地整理项目竣工3～5 a后调查项目区土地的实际生产水平,进而计算投资回收期和收益率比较科学合理.With the further study of land use,the positive and negative impacts caused by land consolidation have attracted great concern,and the post-project evaluation of land consolidation has gained more and more attention.In this research,the Longchuanjiang Basin Land Consolidation Project was used as a sample,and an improved logical framework method and AHP Group Decision-Making Act means were employed to carry out post-evaluation.The results showed that this land consolidation project had,on the whole,achieved good results,but many problems remained.No adequate consideration was given to the social and ecological impacts of the project,resulting in the discount effect in the actual process.In qualitative analysis of the project,the improved logical framework method enriched the target evaluation contents and the AHP Group Decision-Making Act means provided useful information for conducting post-evaluation of a single land consolidation project.The payback period method used in land consolidation project evaluation proved to have certain limitations.Therefore,it will be more science-based and reasonable to estimate the payback period and rate of return based on an investigation of the actual production level of the project area 3-5 years after the completion of the land consolidation project.
