摘　　要：以湖南集体林区可持续经营为目标,采用参与性调查方法对湖南省浏阳市、资兴市、洪江、靖州集体林区的林地流转案例进行调查研究,分析多年来林地流转取得的成效,应用博弈论方法分析湖南省集体林区林地流转过程中利益主体各方存在的问题和冲突归根结底是地方政府和农户之间的博弈,在充分重视农户参与机制的基础上,提出了适合对集体林区林地流转进行有效宏观调控及配套设施改革的建议和对策。The aim of this paper is sustainable management of collective forest region in Hunan province.The forest land circulation and transfer cases in collective forest region in Liuyang,Zixing,Hongjiang and Jingzhou,Hunan province were investigated with the participation investigation method.The existing problems and the results of collective forest region in Hunan province were analyzed with the logical framework of participation diagnosis—participation design and game theory methods.The effective macro regulation and assistant facilities reform suggestions and countermeasure that suit the the forest land circulation and transfer in collective forest region were proposed based on fully value peasant households＇ participation mechanism.
