摘　　要：模式分析,就是对事物及其运动方式进行分类,即根据一定的维度或要素把它们划分成不同的类型即模式,以有助于人们概括性地认识和把握复杂事物的基本特征和运行规律,并运用其解决和处理所面临的实际问题。通过运用这一方法,从政府管制全过程视角,分析健康和安全管制的立法模式、机构设置模式和行政执法模式的基本要素,以期为中国管制模式研究提供一个理论框架。Pattern analysis is to classify objects and their movement patterns according to certain dimensions or factors, which can help people to understand and grasp the basic characteristics and operation laws of complex objects, and use them to solve and deal with practical problems. By using the method, and from the perspective of the whole process of government regulation, the authors try to analyze the basic elements of the legislative mode, organization mode and administration mode of health and safety regulation, aiming to provide a theoretical framework for China＇s study of regulation pattern.
