摘　　要：在全社会呼吁医院回归公益性的背景下,十七大报告和新医改方案都明确强调公立医院回归公益性。公立医院要回归公益性必须要有相应的制度作为保障,公立医院治理结构改革是维护公立医院公益性的重要制度保障。论文分析了基于回归公益性的公立医院法人治理结构设计的必要性,提出通过改革医院治理结构方面的制度安排促进公立医院回归公益性。In the context of hospitals′ commonweal character being appealed for by the whole society,state-owned hospitals′ commonweal character was emphasized by both the 17th National Congress of the CPC and new reform of health system.The return to commonweal character needs to be ensured by corresponding institution,which is the reform of state-owned hospitals′ governance structure.The necessity of designing state-owned hospitals′ corporate governance structure based on its commonweal character was analyzed.Then measures as reform of hospitals′ governance structure were put forward to promote the return to commonweal character.
