摘　　要：我国城市轨道交通已进入高速发展期,建设规模和速度史无前例。但由于起步较晚,目前我国城市轨道交通规划理论方法体系还不完善,规划理念落后,基本沿用原有的道路交通工程理论,且缺乏相应的法律政策及标准体系的支撑,更表现在与城市发展和土地利用的关系不协调以及在综合交通体系中的功能定位不明确等方面。针对新形势下城市轨道交通规划的特点,从宏观政策、城市发展、综合交通体系以及客流预测等方面,探讨城市轨道交通规划需重点解决的问题及发展方向,提出6方面的发展建议:加强法律及技术标准体系建设,强化与城市一体化规划,建立以城市轨道交通为骨干的综合交通体系,深化与土地利用的互动发展,寻求适合我国城市特征的轨道交通客流预测方法,加强对城市轨道交通规划的评价研究。With the rapid development of urban rail transit in China,an epoch has come for an unprecedented construction scale with an unprecedented speed.Due to the fairly late starting of urban rail transit planning in China,planning theories and approaches were far from perfect,and the corresponding concepts fell behind.The planning theories and approaches of urban rail transit basically referred to those of road traffic and lacked support of corresponding planning laws,policies and standards.Particularly,the relationship among rail transit planning,urban development and land use was not harmonious,and the functional orientation of rail transit planning in composite traffic system was not clear.In view of planning concepts and characteristics of urban rail transit under the new situation,this paper mainly discusses the key problems and developing trend of urban rail transit planning from the aspects of macro-policy,urban development,integrated transport system,passenger flow forecast,and so on.Six suggestions are presented：accelerating the establishment of laws and technological standard systems,strengthening integrated urban planning,establishing urban rail transit as the backbone of composite traffic system,deepening interactive development with land use,seeking appropriate prediction method of passenger flow on the basis of city characteristics of China and enhancing study on the evaluation of urban rail transit planning.These suggestions are expected to provide theoretical support for healthy development of urban rail transit in China.
