摘　　要：韩国是一个灾难频发的国家, 为了应对各种灾难及其引发的危机, 韩国在中央政府层面成立了消防防灾厅, 从而揭开了韩国灾难管理工作的新篇章。本文从组织体系和法律体系两个方面对韩国的灾难管理体系进行了分析,在此基础上, 对如何建立健全适合中国国情的灾难管理机制提出了相应的建议。South Korea is a disaster-prone country and experiences a great number of disasters every year.The National Emergency Management Agency （NEMA） was established at the central government level to cope with various disasters and crises.This study analyses organization system and legal system of Korea＇s disaster management system.Based on the Korean experience,this paper makes policy suggestions on organization system and legal system on how to establish and improve the disaster management system with Chinese characteristics.
