基 金:全军装备系统资源节约项目
摘 要:当前,装备建设主要面临着装备能耗结构不合理、对化石能源依赖度高、资源消耗量大、资源浪费和环境污染等突出问题,亟需采取有效措施,突破资源约束对装备发展的制约。基于此,本文首先提出装备资源性的概念,旨在满足各项军事要求的基础上,装备所具备的缓解资源短缺与环境危害、促进资源节约和环境友好的能力。本文将装备的资源使用、环境影响情况视作装备的一种属性来研究,建立了装备发展与资源环境的有机联系。资源性是装备的设计属性,通过源头控制,促进装备资源的循环利用和高效利用,使装备天生具备促进资源节约、环境友好的能力;装备资源性与作战能力和保障能力相协调,并拓展了传统全系统、全寿命和全费用的范畴。通过深入研究装备资源性的内涵,在装备设计中实施资源性设计,可产生显著的资源与环境效益、军事效益、经济效益,意义重大。Equipment resource economization,as a special task in the area of equipment,has been advancing in the context of the building of resource-saving and environment-friendly society,and the army resources economization.In the processes of equipment resource economization,there are some problems emerging,e.g.,unreasonable energy consumption structure,largely depending on fossil energy,huge resources consumption,resource-wasting,as well as environmental pollution.It is therefore essential to taking immediate actions to coordinate the relations among equipment,resource,and environment by making a breakthrough in equipment development.In terms of resource utilization and environmental impacts,the authors put forward concepts of equipment resource-ability,and established the interrelationship between equipment development and resource environment.The equipment resource-ability is referred to as the capability of equipment to alleviate resource shortage,reduce environmental hazards,promote resource economization,and elevate environment-friendly levels,on the basis of meeting all military demands.Design of the equipment resource-ability is a design philosophy and a method which reaches an anticipated resource goal.It is referred to as taking the influential factors of the equipment resource-ability into consideration in design as a whole system and a total life cycle.Resource-ability is also one of design attributes to promote circulation and high-efficient utilization of equipment resources by source control,and to enable the equipment to have the capabilities of resource economization and environment-friendly attribute.The design of equipment resource-ability is subject to retain or improve the combat and support capabilities of equipment.As for resource shortage and environment hazards,resource-ability design generally needs to adopt innovative designs to achieve purposes and to improve the combat and support capabilities of equipment effectively as well.Implementing the resource-ability design must carry on the main thr
