摘　　要：随着配网投资的急速增加,配网投资效果成为关注焦点,但如何评价则尚不成熟。鉴此,建立了完整的评价指标体系,引入静态效果和动态效果概念,针对不同类型指标分别确定其计算方法,运用群决策优化合理地确定各个指标权重,对配网建设功能效果进行综合评价。理论分析和实证研究显示,所提出的方法科学可行。As rapid increase of investment in distribution network,the investment effect becomes a focus,but the post-evaluation method of function effects of the investment is not mature yet.Introducing the concepts of static and dynamic effects,this paper establishes a complete evaluation index system,which provides calculation methods for different types of indexes,and adopts group decision-making to determine the index weight reasonably,and thus is able to do comprehensive evaluation on the function effects of investment in distribution network.The analysis and case study show that the proposed method is scientific and feasible.
