强化农村土地管理 保证农村持续发展——完善农村土地征用制度的思考

摘　　要：我国农村土地征用制度不仅是经济管理问题,也是政府管理的重要课题,更是政治制度的直接体现。完善农村土地征用制度,强化农村土地管理以保证农村的可持续发展,具有重要的理论价值和现实意义。概括了我国目前的土地征用制度的现状及存在的问题,从国家法律制度、政府管理体制和农村土地管理等方面分析存在问题的原因,并在此基础上提出完善土地征用制度、改善政府行政体制、强化农村土地管理的对策建议。The rural land expropriation system was not only a question of the management of economy,an important topic of the government management,but the direct manifestation of the political system in China.To perfect the rural land expropriation system,strengthen the rural land management to guarantee the sustainable development of the countryside had the important theoretical value and practical significance.The paper summarized the present situation and the existed question of the land expropriation system in our country,analyzed the reasons from the state legal regime,the government management system and the rural land management analysis,proposed the countermeasures of perfecting the land expropriation system,improving the government＇s administrative setup and strengthening the rural land management based on this.
