摘　　要：安全评价的目的就是预防事故发生。对事故的统计分析将为安全评价提供重要依据。在研究日本的独立事故调查报告制度基础上,分析了我国城市轨道交通事故调查制度存在的一些问题,并从安全评价的角度入手分析我国建立城市轨道交通独立事故调查制度的必要性。With the construction and operation of large scale urban rail transit,the accidents are inevitably occuring,it is necessary to run safety assessment to prevent the accidents.Therefore,the accident statistics are important for safety assessment.This paper takes an example of the independent accident investigation and report system in Japan,analyzes the problems of the system for China’s urban rail transit.From the viewpoint of safety assessment,it’s clear that the establishment of an independent accident investigation system for urban rail transit is very urgent.
