国外森林生态效益补偿制度及其借鉴

摘　　要：森林生态效益补偿制度是通过运用经济、法律等手段来调整森林生态保护利益相关者间的权利义务关系的制度设计,美国、德国、日本、哥斯达黎加和巴西的森林生态效益补偿制度在补偿主体、补偿对象、补偿标准、补偿资金的筹集等方面都有许多先进的成功经验。我国应该借鉴国外成功经验,构建森林生态效益市场补偿机制,扩大补偿对象的范围,合理确定补偿标准,拓展补偿资金的来源渠道,引进激励机制,完善我国森林生态效益补偿制度。By applying economic and legal means, forest ecological benefit compensation system adjusts the right and obligation relations between the forest ecological protect stakeholders. In many countries such as America, German, Japan, Costa Rica and Brazil, their forest ecological benefit compensation system has a lot of successful experience in compensation subject, compensation object, compensation standards and compensation fund raising channels. By learning from foreign success experience, we should establish forest ecological benefit compensation market mechanism, expand the scope of object of compensation, determine the compensation standards, expand the compensation fund sources and channels, introduce incentive mechanism, so as to nerfeet our forest ecological benefit compensation system.
