摘　　要：随着全球化的深入、国际体系的演变特别是新兴大国的崛起,外加金融危机的刺激,国际秩序的走向再次成为国际社会关注的一个重大问题。国际体系如果没有秩序,正义将无从立足;但缺乏基本正义的秩序最终不会稳定。全球化的非均衡发展进一步扩大了南北国家在众多领域的差距,使国际分配正义问题日益突出,成为当前国际政治伦理论辩的首要议题。分配正义不仅涉及公正分配权利与利益,也包括合理承担"共同但有差别"的责任与义务。南北在秩序变革上存在基本立场分野,"核心"国家改革动力不足而"边缘"国家能力有限。新兴大国群体的国际地位与发展需求具有两重性,可以在发展援助、国际制度改革和价值创新等方面发挥独特作用。新时期中国"负责任的发展中大国"的国际身份定位也要求平衡秩序稳定与改良的矛盾,兼顾发达国家与发展中国家的不同需求。With the deepening of globalization,the evolution of international system,especially the rise of emerging powers,and the stimulation of financial crisis,the international order has once again become a key issue for the international society.If international system runs without order,justice will lose its ground;lack of basic justice,the order will become unstable.The imbalanced development of globalization further enlarges the North-South gap,making international distributive justice one of the most important issues in the international political and ethical debates.Distributive justice involves not only fair distribution of rights and interests,but also reasonable commitment to 'common but differentiated'responsibilities and obligations.There is a clear distinction about order change between the North and the South:the 'core' powers lack stimulus to reform while the 'peripheral' countries are limited in capabilities.With dual international status and development requirements,the emerging powers can play a unique role in development aid,institutional reform,value innovation,etc.,As a responsible developing power,China’s international identity requires a balance between stability and improvement of order,taking into account different needs of the developed and developing countries.
