摘　　要：以某新建项目为依托,分析了政府投资项目超概算的影响因素及原因,并针对相关因素提出了相应的投资控制措施,解决了项目的超概算问题,实现了项目投资效益最大化。Based on some newly-built program, the paper analyzes the influential factors and reasons for the excessive financial estimation in the government-invested programs, and points out respective investment control measures according to relative factors, so as to solve the excessive financial estimation, and realize the maximum of the program＇ s investment benefits.
