摘　　要：通过对目前国内外异地发生的重大环境污染事件的应对协调处置机制进行调查分析,剖析了我国该类事件在应急机制方面存在的问题,参考国外发达国家的成功经验,结合我国的具体情况和需要,对异地发生的重大环境污染事件的应对协调处置进行了机制设计,有针对性地提出建立健全重大环境污染事件应对协调处置机制、信息共享平台、全国统一的危险源动态数据库和环境污染损害赔偿制度,为我国应对该类事件提供了管理思路。Based on a comprehensive invesfigation and analysis on the emergency response mechanism for great non - local occurred environmeat pollution acciclents in the worldwide, rids paper analyzes the problems existed. Referred to the successful experiences in developed countries, and considering the specific conditions and needs in China, the emergency response mechanisms for great non - local occurred environment pollution accidents are devised, including： emergency response mechanisms for great environment pollution accidents, an information sharing platform, a nationwide dynamic database of pollution dangers and the environment pollution compensation regulation, which could be beneficial to management.
