摘　　要：从国家战略的角度出发,重点论述人文社会科学发展的两大软性基础设施——科研信息和成果的共享应用平台、文献资源保障体系的建设需求、现存问题及其宏观战略规划,旨在为开展人文社科学科服务和学科资源建设的文献信息机构及相关学者、科研管理部门提供建议与参考。The prosperity of social sciences and humanities cant be developed without the supporting construction of scientific infrastructure. From the point of view of national strategy, this paper discusses the soft infrastructure for the growth of social science and humanities, aiming at providing references to the lihraries, information institutes, the relevant scholars and managing departments. It mainly focuses on the two public platforms of soft infrastructure：（1）the sharing and applying platform of scientific information and productions ;（2） the library and information system, especially on the user＇s needs, the existing issues and the national strategic plan, etc..
