摘　　要：从基层图书馆与公共文化服务体系的关系着手,阐述了基层图书馆在公共文化服务体系建设中的作用,并提出了基层图书馆在构建公共文化服务体系中的几种发展对策。This article from the grass-roots libraries and public cultural service system for the relationship between the start of the grass-roots cultural services in the public library system＇s role and made the grass-roots level to build libraries in the system of public cultural services in the development of several countermeasures.
