摘　　要：农业开发作为政府推动农业发展方式转变的有效手段,作为加强农业基础建设、提高农业综合生产能力的重要举措,要勇于承担历史使命,充分发挥其独特的支撑作用、引领作用、示范作用和促进作用,为促进农民持续增收和实现农业发展方式转变做出新贡献。As the effective means of promoting the change in agricultural development mode,as the important initiatives of strengthening agricultural infrastructure construction and improving agricultural comprehensive production capacity,agricultural development should dare to assume the historical mission.It gave full play to its unique supporting,leading,modeling and promoting role,and made new contributions for promoting the rural incomes and agricultural development patterns.
