妇女组织在突发事件应对机制中的作用

摘　　要：妇联组织作为党和政府联系广大人民群众的桥梁和纽带,应在人民群众遭受的突发事件中发挥积极的作用。妇联组织在突发事件应对中,具有协助作用、桥梁作用、"稳定器"作用、监督作用和争取援助作用。要充分发挥妇女组织的特点,形成长效机制。一是建立促进发展经济的机制,增强应对社会危机的基础;二是开展"公民意识"、"女性公民意识"培训,提升应对社会危机主体的能力;三是搭建信息沟通平台,畅通应对社会危机的通道;四是增强性别问题敏感,提高各级妇联在灾害紧急救助和灾区重建中应对性别问题的能力。As a bridge and bond between our party,government and the mass,women organizations should exert positive influence in emergencies that they encounter.They have certain functions like assistance,bridge,stability, monitor and seeking for support.To exert their functions and form effective mechanism,firstly,we should set up systems promoting economic development and strengthen foundations dealing with social crisis;secondly,we should carry out＂citizen awareness＂and＂female citizen awareness＂training and improve abilities facing with crisis subject;thirdly,we should set up information communication platform and dredge channels coping with social crisis;fourthly,we enforce gender sensibility,and promote women organizations＇ abilities in disaster assistance and disaster area reconstruction.
