摘　　要：通过分析学术界对公共利益的认识,可以整合出公共利益的定义,即公共利益是被社会大多数公民分享并最好由集体行动所提供的利益。公共利益不仅客观存在,而且可以测度。依据公共利益的基本属性,可以从基于法理与道德的正义性、基于分享与效用的有效性以及基于民主与规范的公正性三个方面测度公共利益。The definition of public interest can be integrated by analyzing the academic understanding of the public interest： namely, public interest is the very interest that should be shared by the majority of citizens and be best provided by the collective action. Public interest is not only an objective reality, but also can be measured. Based on the basic properties of the public interest, we can measure it from three aspects ： justice based on law and moral, effectiveness based on share and utility and fairness based on democracy and standard.
