服务型政府目标下的管理方式转变和管理机制构建

摘　　要：要实现服务型政府建设的目标,必须积极推动管理方式向民主互动型和效能供给型管理的两大深刻转变。为了实现这两个转变,需要改进和完善一系列政府管理的制度体系和制度安排。当前,应着重致力于改进和完善政府的四大管理机制,即政府行政运行机制、政府动力激励机制、政府监督协调机制和政府社会环境机制。To realize the goal of a service -oriented government, we must explore and complete the two profound transformations of government management types： democratic interaction and effective supply. In order to realize those two transformations, we need to improve a series of institutional systems and arrangements of government management. At present, we should focus on improving and perfecting four government management mechanisms, including government administrative operational mechanism, dynamic incentive mechanism, supervisory and coordinative mechanism, and social environment mechanism.
