摘　　要：充分实现和保障人权是全球治理的重要组成部分,而全球治理对人权的保障与发展具有双重影响。全球治理与人权保护具有密切相关性,有利于促进人权的实现,但对发展中国家而言,在人权保障与发展问题上也具有着一定的制约作用。在全球治理过程中,只有立足于人权的普遍性与特殊性相统一、人权与国家主权相统一、人权的国内保护与国际保护相统一,才能真正保障和发展人权,充分地促进全球治理的良好发展。Full realization and protection of human rights are the important part of the global governance, but the global governance has double impacts on protection and development of human rights. There exists a close relationship between global governance and protection of human rights. While global governance is conducive to promoting the realization of human rights, for developing countries, it still has constraints to the protection and development of human rights. Therefore in the process of global governance, only combining universality and particularity of human rights, combining human rights and state sovereignty, and combining domestic protection and international protection of human rights, can the human rights be truly protected and developed, the development of global governance be better promoted.
