摘 要:人员编制的隐性膨胀是地方基层政府人员编制管理中的常见问题,为掌握这一问题的严重程度,我们选择A省YZH市CHD区作为样本,对其乡镇街道机关近十几年来的行政、事业编制的使用情况以及编外人员的规模和结构进行了调查,结果显示:行政编制已被严格控制,总量先增长后减少。事业编制也被有效控制,总量微弱递增。但与此同时,编外人员的数量却迅速增长,总数已达到甚至超过行政编制和事业编制的总额。人员编制的隐性膨胀问题已经非常突出。造成这种状况的原因主要有三个方面,即管理方法不科学、管理体制不顺和监督缺位,而缓解或解决问题的途径也应该从这三个方面去寻找。The hidden expansion of staff is the common problem of local government. In order to study and control the extent of the problem, we have chosen CHD District, YZH city, as an example and surveyed its management. The results showed that: the administrative staff has been strictly controlled, and the public unit staff was also effectively controlled, but the number of supernumerary staff had become the scale of growth, and their totals have reached or exceed those of the authorized staff. The main reasons for this situation are of three areas, namely, inharmonic management system, unscientific management methods and insufficient supervision. Finally, the paper also look for the ways to solve those problems from three aspects.
