摘　　要：前秦政权是在后赵时期一个军事集团的基础上建立起来的。由于兴起迅速,所以立国根基并不稳固。建国伊始,君权与军事贵族的对立就比较尖锐。苻坚为伸张君权,一改苻生时期屠杀勋旧的政策。而从法治上、政治上、思想上多角度入手,抑制勋旧势力、重申君权。其中,重用异族首领的政策也是他上述政策的重要组成部分。但是,后来由于形势变化,导致了异族的背叛和前秦政权的瓦解。Pre-Qin regime derived from a military bloc in the post-Zhao period.The foundation of it was not stable since it rose too quickly.Soon after the founding of the regime,monarchical power and military nobles opposed widely to each other.In order to reinforce monarchical power,Fu Jian changed Fu Sheng＇s policy of killing officers who had made great contributions to the founding of the regime,but restrained their power.Placing alien heads to important positions was an important part of the above policy.However,changes in situations led to the betrayal of alien race and the collapse of the pre-Qin regime.
