摘 要:建立政府主导型的劳资关系、树立政府在劳资争议处理中的领导地位,是国民政府追求政权的合法性、树立新政府权威的重要手段。在三友实业社停厂纠纷调处中,国民党中央政府和上海地方政府都试图树立自己维护民众利益的形象。国民党中央以"维护民生主义最高原则"相标榜,试图以强制方式解决争端,却遭到了上海资本家集团的公开挑战,中央命令无法执行,树立中央政府权威的努力遭遇重大挫折。上海地方政府一直居中调停,试图创造兼顾劳资利益的公正形象,但其办事效率低下、调停政策游离不定,导致案件久拖不决,引起劳资双方指责,难以建立政府与民众的权威与服从关系。It was an important means for KMT government to pursue its legitimacy and establish its authority by constructing a kind of government-led labor relations and establishing government's leadership in the mediation of labor disputes. During the mediation of San You Industrial Compa- ny dispute, both the KMT central government and the Shanghai local government were trying to establish their images of safeguarding the public interests. The KMT Central Committee tried to resolve the dispute by force, but challenged by the Shanghai Capitalist Group. The effort to estab- lish the Central Government's authority suffered a major setback. Trying to create a fair image, Shanghai local government persisted in mediating the dispute from the beginning to the end, but its low efficiency and freely changed mediation policy protracted the cases, which incurred both parties' criticism. It was difficult for Shanghai local government to establish its authority.
