后ECFA时代深化两岸保险产业制度合作的研究

摘　　要：作为推进两岸经济全面深入合作的特殊制度安排,《两岸经济合作框架协议》(ECFA)确定了未来两岸经济合作的基本结构和发展规划,但这只是两岸产业制度合作的开端。相对于近年来的两岸要素合作而言,欧盟保险市场一体化的实现条件和经验验证了区域化下深化保险产业制度合作的三维分析框架及其有效性。通过回顾与总结两岸保险交流与合作的历史进程可以发现,制度瓶颈是阻碍两岸保险深入合作的根源。在后ECFA时代,鉴于两岸关系的特殊性,坚持一个中国原则,借鉴欧盟保险制度合作经验,从制度安排、组织机构和实施机制三个角度展开构想,积极探索ECFA框架下两岸保险产业制度合作的拓展空间,推动两岸保险的制度性整合与深化,从而提升两岸保险产业的国际竞争力。As a special institutional arrangement to boost wide economic cooperation between China's Mainland and Taiwan,the Economic Cooperation Framework Agreement （ECFA） lays down the basic structure and development plans of the future cross-strait economic cooperation, which is only the beginning of the future cross-strait industrial institutional cooperation. Compared to the cross-strait elements cooperation in recent years, the realization conditions and experiences of the integration of EU insurance market have tested and verified the three-dimensional analysis framework and its effectiveness of deepened insurance cooperation under regionalization. The review of the history of cross-strait insurance cooperation reveals that the institutional bottleneck is the root cause hampering further indepth cooperation. In the post-ECFA era, considering the special relationship between China's Mainland and Taiwan and adhering to the one-China principle, the cross-strait insurance industries should focus on three main perspectives, namely, institutional arrangement, organization structures and implementation mechanisms, referring to the valuable EU experiences. At the meantime, the cross-strait insurance industries can improve their international competitiveness by actively exploring possible approaches under the ECFA framework to expand the space for institutional cooperation and boost the mutual systematic integration and augmentation.
