摘　　要：在分析湖南林业合作组织发展的现状、特点和作用的基础上,指出湖南林业合作组织发展存在的主要问题;基于参与式理论与方法,从林农与政府2个方面,提出促进湖南林业合作组织发展的具体对策与措施。This paper discussed the development situation,characteristics and functions of the Forestry Cooperation Organizations （ FCOs） in Hunan Province,our findings indicated that it＇s still on the initial stage and failed to support the rapid growth of forestry industry. Based on the methods and theory of Participative Modal,we proposed some practical countermeasures after a deep research on the main problems in the development of FCOs in Hunan Province.
