摘 要:[目的]探讨有效的职业卫生监督管理模式。[方法]采用公共卫生管理学及预防医学方法,依据《职业病防治法》有关规定,将企业贯彻执行国家职业卫生法规与各项防治措施相结合,用量化分级法确定企业的监督等级。同时为评估监督绩效,进行了量化管理的3年动态研究。[结果]不同年份组织管理、预防措施、监督监测、健康监护、监督总评分和标化总分的得分率由2005年的65.75%、39.49%、73.30%、73.80%、58.24%和64.10%,提高至2007年的73.21%、69.38%、81.85%、75.94%、74.18%和80.79%。2007年与2005年比较得分率分别提高11.35%;65.69%;11.66%;2.87%;27.37%、26.04%,差异有统计学意义(各组P<0.05)。2007年优秀(A级)企业占10.75%、良好(B级)企业占36.25%,与2005年相比分别增加160.29%和176.09%。[结论]职业卫生监督量化分级管理是建立卫生监督绩效评估的最有效途径与基本模式。Objectives To explore an efficient model of occupational health supervision. Methods The enterpdse gradations of occupational health supervision were identified with a quantitative method based on the implementation of the national regulations and preventive measures in the enterprises. A three-year dynamic study was conducted on the quantitative management model for the purpose of assessing the effectiveness of health supervision. Results Scoring rates in 2005 were 65. 75%, 39. 49%, 73.30%, 73.80%, 58. 24% and 64. 10% for organization, preventive measures,environmental monitoring,health surveillance, total score and standardized total score,respectively. They were 73. 21%, 69. 38%, 81.85%, 75.94%, 74. 18% and 80. 79% in 2007, with significant increases of 11.35%, 65.69% ,11.66% ,2. 87% ,27. 37% and 26. 04% ,compared with 2005(P 〈 0. 05). The proportions of enterprises at excellent level and good level were 10. 75% and 36.25%, respectively, in 2007, with the corresponding increases of 160. 29% and 176.09%, compared with 2005. Conclusions Quantitative and gradation model of occupational health supervision is indicated as one of the most efficient approaches.
