摘　　要：中国农业保险的发展经过数年的滑坡,2004年终于有了起色,但我们大多数人所预期的农险"回春"依然不容乐观。本文从我国农业保险发展的历史沿革入手,探讨农业保险发展与政府职责的深层关系,并对发展现状和路径创新进行了较为深入的研究和思考,对我国农业保险制度非均衡和制度创新进行了深入分析,指出制度创新成为我国农业保险发展的"路径"选择,是农业保险可持续发展的出路。The slippery ascent of agriculture insurance in China through a few years finally had a certain amendment last year,but the agriculture insurance ＂return of spring＂ that most people expect allow of no optimism for along. This paper commences from the history origin and development of agriculture insurance in China,probes agricultural insurance development with the government responsibility＇s in-depth relations,and divides into three different periods from the historical angle to agricultural insurance development＇s historical evolution in our country ：Government responsibility brief,government responsibility vacancy,government responsibility homing. At the same time,it carries on a more thorough research and thinking on its present conditions：evaluation of performance. We discourse upon a few levels in the present conditions：the comparison of insurance fee income,a degree of reducing of relieving disaster,etc. And then,we carry on a brief analysis to the non-equilibrium of agriculture insurance institute of our country,and point out institute innovations turn into a kind of approach selection of its development,which is the outlet to the persistent development of agriculture insurance in China.
