福建省二三产业资源配置效率的优化途径分析

摘　　要：本文以资本和人力资源配置支撑经济发展为指导思想,利用福建省二三产业资源配置的投入与产出数据,采用数据包络分析方法,判定和评价福建省九地市的工业、建筑业、房地产业、交通运输仓储和邮政业、批发和零售业、住宿和餐饮业的区域资源配置效率,分析了福建省二三产业的综合技术效率和规模报酬的变动趋势以及福建省区域资源配置的发展趋势,进而提出提升福建省二三产业资源配置效率的具体途径,即构建人才制度体系、提升金融资源配置的效率、优化产业结构、提升现代服务业的竞争力、完善政府配套政策体系。Based on the idea of the allocation of capital and labor resources supporting economic development,this paper uses the data about input and output of 2nd and 3rd industry in Fujian,and calculates and evaluates the regional resource allocation efficiency of industry,construction industry,real estate industry,transportation industry,stock industry,postal industry industry,wholesaleretail industry,lodgingcatering industry in Fujian by the method of DEA.And then it analyzes the change trend of comprehensive technological efficiency and returns to scale as well as the development trend of regional resource allocation in Fujian.Moreover,it puts forwared the following ways to enhance the resource allocation efficiency of 2nd and 3rd industry in Fujian：constructing the talent system;increasing the finance resource efficiency;optimizing industrial structure;enhancing the competitive power of modern service industry;improving supporting policies of government.
