摘　　要：农业对于我国经济社会发展而言具有重要的战略意义。然而,我国农业却面临自然风险和市场风险等诸多风险的威胁。文章基于金融功能的视角,在对农业风险进行分析的基础上,提出政府要积极引导和培育农民的金融意识,建立农业风险预警和应急机制,构建覆盖产前、产中和产后的风险管理体系。同时,政府要加大农业保险补贴的范围和力度,构筑农业产业链,形成产业化经营格局等,从而提高农业的抗风险能力。The agriculture is of strategic importance for economy and social development.However,it faces high natural risks and market risks.From the financial function,this paper suggests that the government should actively guide and nurture the peasants of financial awareness,develop the risk-warning system and emergency response mechanisms in agriculture,increase subsidies for agricultural insurance,and build the agricultural chain in order to enhance capacity to withstand risks.
