林权改革背景下江西林业产权流转问题及对策研究

摘　　要：文章通过对林权改革背景下江西林业产权流转情况的调查分析,指出了江西林业产权流转存在的林农法律意识不强,流转行为不够规范;林权市场有效供给不足;林权流转相关配套政策相对滞后等问题。文章认为,应通过加快山区工业化、城镇化进程,建立农村社会保障体系,制定交易制度和健全森林资源评估机构等措施解决江西林业产权流转问题。Based on the context of forest tenure reform in Jiangxi Forestry Investigation and analysis of property rights transfer,the current circulation of Jiangxi Forestry Property problems are pointed out： farmers＇ legal awareness is not strong enough,weak regulation in flow behaviors,lack of effective supply in forest right markets,the related transfer of the rights supporting policies remained relatively stagnant.The measures for the further development and regulation of the transfer of ownership of forestry are proposed.
