摘　　要：中国沿海开放城市绿色低碳发展模式的构建在全国具有引领作用。在其绿色低碳发展模式建立过程中要求政府发挥主导作用,积极推进低碳发展技术创新和相关制度创新,加强法律体系与伦理规约等的建设,强化非政府组织的介入,在市民中推行低碳生活方式、消费方式和交往方式,使绿色低碳发展模式深入人心。The construction of China＇s open coastal cities＇ green low-carbon development mode has a leading role in the country.In the process of developing green low-carbon mode,the government should play a leading role,promote the technology innovations and the related system innovations of low-carbon development positively,and strengthen the construction of the law system and ethics statute.Non-governmental organizations＇ intervention should be strengthened.The green low-carbon lifestyles,consumption patterns and communication methods should be accepted by the public,in order to make the idea of green low-carbon popular.
