摘 要:如何量化施工对资源、能源和环境的影响是绿色施工评价的关键。通过将施工对资源、能源和环境造成的影响货币化,可实现对各影响因素的量化,并将量化后的费用值作为评价施工绿色程度的依据。根据施工中的实际消耗量和单价可计算出已完工程施工对资源、能源的消耗费用,根据受偿意愿原则或专业部门的评估可确定已完工程施工对环境造成的损失费用,利用此两项费用的和可综合表征施工的绿色程度,这个费用值越低,则施工的绿色程度越高。将此费用值指标化(如利用面积指标),可用于各工程之间的横向比较。另一方面,利用预算定额的统一性、指导性特点,通过对工程预算书进行费用分析,可计算出绿色施工费用的预算值,利用实际费用和预算费用的偏差指标,可评价单个工程的施工绿色程度。How to quantify the impacts of construction on resources, energy and environment is the key during the course of evaluating green construction. The impacts can be valued in a certain approach, and the value of cost becomes the basis of assessing green level of construction. The cost of consumed resources and energy was calculated according to actual consumptions and prices of various materials. The cost of actual loss of environment caused by construction was calculated according to sufferers' willingness to accept compensation, or was assessed by professional department. Thus the actual green cost of construction was figured out about finished projects, on the other hand, the budge cost was calculated after adjusting prices by analyzing engineering budget. The deviation between actual cost and budge cost objectively reflects the green level of construction.
