摘　　要：扩大消费需求对促进经济和谐发展具有重要作用,主要表现为增总量、调结构、重和谐、共发展。以扩大消费需求促进经济和谐发展要遵循三个基本原则:经济增长速度不宜过快;寻找到效率与公平、活力与规范之间的改革平衡点;树立正确消费观,构建和谐消费模式。扩大消费需求,要加强消费教育,转变消费观念;调整社会经济结构,夯实消费基础;改革收入分配和社会保障制度,提高消费能力;推行低碳消费模式,增加有效消费供给;改善消费环境,提升消费品质;实施差别化措施,满足多元消费需求等。其中,满足多元消费需求,应开拓消费空间,增加城镇居民的消费需求;开发乡村市场,努力扩大农村的消费需求;加强市场调控,保障城乡基本消费需求;引导消费升级,拓展高端消费需求;建设配套支柱产业,积极发展特色消费;加大财政投入,适度发展公共消费;研究专项政策,抓住群体消费;破解制度缺陷难题,尽力吸引外来消费等等。Expanding consumption demand is of great significance for promoting the harmonious economic development in terms of increasing the total amount,restructuring,paying more attention to harmony and balancing development.While promoting the harmonious economic development with the help of expanding consumption demand,we should adhere to the following policies as controlling the economic growth rate,balancing efficiency and equity,activity and standardization,introducing the correct view of consumption and constructing the harmonious pattern of consumption.We should,first,transforming the view of consumption by strengthening education on consumption;second,we should lay the solid foundation for consumption by adjusting social economic structure;third,we should reform the income distribution and social security system to improve capacity for consumption;fourth,we should promote the pattern of low-carbon consumption to increase the effective consumption supply;fifth,we should improve the consumption environment to improve the quality of consumption;and sixth,we should implement the policy of differentiation that will help satisfy the diversified consumption demand to expand consumption demand.
