摘　　要：随着社会的发展,在我国地方公共决策中公众参与呈现出主体不断扩大、主动性日渐增强以及参与类型多样化的趋势。地方政府在公共决策过程中,应重视公众的参与,改变传统管理思维,构建新的治理理念;同时,公众参与需要在政府管理体制的指导下,在政治实践中实现理性参与理念的培养。地方政府和公众之间应建立有效对话平台及沟通机制,把体制外的参与内化到体制内,形成彰显社会主义优越性的治理模式。As the social development,in the local public decision-making in China,public participation shows the subject enlargement,active increase and various participation types.The local government,in the process of public decision-making,should pay attention to public participation change the traditional management thinking set up new managing idea,meanwhile,public participation should be guided by government management system to realize the reasonable participation developing idea in political practice.Between the local government and the public the active dialogue plat and communication mechanism should be set up to internalize the participation from the outer system into the inner system to get a managing model to display the superiority socialist system.
