摘　　要：本文明确了基本医疗卫生制度的内涵和外延,确立了基本医疗卫生制度的产品选择和实践模型,设计了基本卫生服务包和基本医疗服务包,并建立了基本医疗卫生制度建设程度的评判标准。主要回答了什么是基本医疗卫生制度、建立什么样的基本医疗卫生制度、怎样建立基本医疗卫生制度以及如何评判基本医疗卫生制度建立程度等4个问题。This paper defined the intension and extension of basic medical and health care system,established product model of implementing basic medical and health care system,designed medical services package and basic health care package,and put forward the criteria to evaluate the implementation scheduling.i.e.the paper mainly answered four questions：what is basic medical and health care system,what kind of Basic medical and health care system should be established,how to establish and evaluate the implementation scheduling of basic medical and health care system.
